commemoration. And it would not exist except for one man that was a Vietnam
veteran named Jan Scruggs who saw half of his company killed or wounded and
barely escape with his life. Scruggs, who wanted the Nation that had been
bitter, divided over the Vietnam war to honor their commitment, want to
remember his comrades. In 1979, he became obsessed with the project that
worked to establish a Memorial Fund and worked to secure congressional
approval which was for the concept of a memorial. President Carter signed a
bill which authorized the Memorial and provided a site for it in July 1980,
and Scrugg’s campaign which was to raise private funds moved into high gear .
